From the central government’s policy to the new model in Can Tho.
The headquarters of the Vietnam Development Bank – Can Tho Branch is located on Phan Dinh Phung Street, in the heart of Ninh Kieu Ward. From here, the Branch manages and provides state investment credit capital for numerous projects in Can Tho and the Mekong Delta region. While operating across a wide area, the Branch’s Party organization is closely tied to a specific locality. This characteristic necessitates a reorganization of leadership relationships to ensure both closeness to the grassroots level and the maintenance of specialization.
On November 11, 2025, the Politburo and the Secretariat of the Central Committee issued Conclusion No. 208-KL/TW on the reorganization of Party organizations in state-owned economic groups, corporations, and commercial banks. The Vietnam Development Bank (VDB) is among the economic groups and corporations reorganized according to this conclusion. Accordingly, Party organizations in units not located within the headquarters of the VDB will be transferred to the direct control of the commune or ward Party committee where the unit is located. This forms the basis for the VDB’s Can Tho Branch Party organization to transition from being directly under the VDB Party Committee to being directly under the local Party committee.
Following the issuance of Regulation No. 208-QD/TW on the implementation of the Party Charter and Guidance No. 02-HD/TW of the Party Central Committee, the Can Tho City Party Committee further concretized these regulations with Project No. 09-DA/TU dated August 19, 2026, and Guidance No. 03-HD/TU dated August 24, 2026. These documents specifically regulate the review, transfer, consolidation, and establishment of Party organizations within the city; they also require that the restructuring process be conducted within the proper authority, without creating unnecessary intermediate levels, without leaving leadership gaps, and without disrupting Party activities.
Based on that, on September 4, 2026, the Ninh Kieu Ward Party Committee issued Decision No. 629-QD/DU to change the model of 19 grassroots Party committees located in the ward, including the Party Committee of the Vietnam Development Bank – Can Tho Branch, to become a Party committee directly under the Ward Party Committee. This change not only shifts the management structure but also creates conditions for the Branch’s Party organization to be more closely aligned with the local development tasks, while professional activities remain uniformly managed according to the Vietnam Development Bank system and State regulations.
