A low-income housing development for seniors has secured initial financing, setting up the construction of a multifamily building at a site formerly owned by a nearby church, the company behind the project said.
The development, called Tabor Village, will transform underutilized land in southeast Oak Cliff into a residential community with one- and two-bedroom apartments.
The project is being developed by the Dallas-based Onyx Legacy Group and Lincoln Avenue Communities, a national developer with a focus on affordable and workforce housing. Mark Allen, a co-founder of Onyx Legacy Group, said the development will allow seniors to stay in their neighborhood.

“It allows many people that have built lives, their children, and so forth — especially now with so much uncertainty in the marketplace — you’ve got people on fixed incomes,” Allen said. “And so for those that were either renting or having homes with inadequate heat and not as energy efficient, this gives them, not only that, but it also creates safety for the seniors.”
Tabor Village will be located on an approximately 19-acre site at 6200 Baraboo Drive. The multifamily development will include 229 units, according to a filing registered with the Texas Department of Licensing and Regulation in October 2025.
TDLR filings are preliminary and subject to change. The site would ideally be up and running by next summer, Allen said.
Tabor Village will be next to a fire station and a Dallas library branch. The site, near the intersection of Bonnie View Road and Simpson Stuart Road, was formerly owned by Mt. Tabor Baptist Church.

In selling the land, Allen said the church wanted to make sure that whatever was developed there would have a positive impact on the community. A representative of the church didn’t respond to a request for comment for this article before publication.
In addition to the apartment units, the site will have trails, a dog park and a water feature, Allen said.
The project was issued a $38 million bond reservation to the Dallas Housing Finance Corporation, one of the largest financiers of affordable housing projects in the city, according to an Onyx news release.
Additionally, the project also has an early release letter from the City of Dallas allowing for initial grading and site mobilization with the support of Councilmember Lorie Blair, according to the news release.
